Only use it when you are sure the image is unused in the 'pedia. In other words, put the template after you have at least put up the replacement or removed it from Bulbapedia. One instance of that was your choice of putting up the template for [[:File:Gary-and-misty.jpg]], which is currently used in {{bp|Shipping:EgoShipping}}.
